Data-Sharing Requests

In the course of administering unemployment insurance programs and benefits, we collect information from individuals, employers and workforce service providers. Some information is public; most is confidential. Information that identifies a person or an employer is protected by the Illinois Department of Employment Security in accordance with stringent state and federal laws. These laws allow us to release some confidential information if the request or requestor meets specific requirements.

Process for Requesting Confidential Information

  1. The requesting entity must complete and submit an online SDA Request/Purpose Form​.

  2. An email is sent to the requesting entity communicating the results of IDES' SDA review. If the data request is approved, IDES will email the requesting entity instructions to create an IDES SDA online ID. This allows the requesting entity to​ access IDES' SDA portal where SDA forms and data are provided.

  3. Once created, the requesting entity must email IDES with their online ID.

  4. IDES will email the requesting entity once they have been provided secure online access to the IDES SDA portal.

  5. The requesting entity must log in to the IDES SDA portal using their online ID and download a copy of the Internal Control Questionnaire.

  6. The requesting entity must complete and submit the online Internal Control Questionnaire (ICQ) Form. 

  7. An email is sent to the requesting entity communicating the results of IDES' review of their Internal Control Questionnaire we all as any necessary SDA Employee Acknowledgement form.

  8. If the SDA Internal Control Questionnaire is approved, IDES will begin to draft a Shared Data Agreement as as well as any necessary SDA Employee Acknowledgement Form* (see example: SDA Employee Acknowledgement Form.pdf) with the requesting entity. (see example: Sample Contract.pdf​)​

* The requesting entity is required to have each person who is authorized to access the data sign an SDA Employee Acknowledgement form​

Summary of Costs

20 CFR 603.8 requires in most instances that recipients pay the unemployment insurance program’s non-incidental costs associated with the processing and handling of requests for such data. Cost reimbursement will depend on the size and scope of the data request.​

Who may be eligible to receive confidential data and information? ​

  • A public officer or public agency of a local, state or federal government for purposes of: (1) the administration of relief, (2) public assistance, (3) unemployment compensation, (4) a system of public employment offices, (5) wages and hours of employment, or (6) a public works program. 820 ILCS 405/1900(f).

  • A one-stop partner providing services under the federal Workforce Innovation and Opportunity Act, which supersedes the Workforce Investment Act of 1998. 56 Ill. Adm. Code 2960.120.

  • A private contractor or researcher hired by the U.S. Department of Labor to evaluate OMB-approved unemployment-insurance or WorkForce Investment Act programs. U.S. Department of Labor, Unemployment Insurance Program Letter No. 23-12.

  • A private contractor or researcher hired by the Department for the administration of the Unemployment Insurance Act. 820 ILCS 405/1900(c).

  • A private organization or individual or the duly authorized agency for an individual or employer; provided that the disclosure of the information is authorized under the Unemployment Insurance Act or Department rules. 820 ILCS 405/1900.

  • An individual or entity seeking general labor market information published by the Department; provided that such publication does not identify individuals or employers. 56 Ill. Adm. Code 2960.100.
